This can happen if you had requested actions (even on the commandline) that failed for some reason. While "aptitude safe-upgrade" or even "aptitude full-upgrade" will not resume these, the TUI does when you press "g". You can avoid this by choosing "Cancel pending actions" in the Actions menu.
