I've done it with chroot a few times. Should work generally just fine.
That was surprisingly easy!
I put linux-base_2.6.32-23_all.deb and
linux-image-2.6.32-5-686_2.6.32-23_i386.deb in the root directory of the
partition in question and then chrooted into it.
Then I dpkg -i linux-base_2.6.32-23_all.deb and dpkg -i
linux-image-2.6.32-5-686_2.6.32-23_i386.deb.
They installed without a hitch and I was able to boot the partition!
