Maybe you could use a "ping -f <an_address_on_the_network>"

With the result you could take the delivered packets divided by 1000ms
to equal the amount of packets per second?

Or you could do something else to flood the interface and measure with
iptraf?

iptop and saidar do not seem to show packets/sec.
