I've only found a bug report on Ubuntu's BTS with similar sympthoms to the ones you are experiencing: gnome-panel crashes (and reloads) when launching applications https://bugs.launchpad.net/ubuntu/+source/gnome-panel/+bug/643332 But the bug was closed with no apparent solution and no further follow- up :-/ You could do the same and open a bug in Debian's BTS.
