I can't tell for LILO but GRUB legacy (which I know better that GRUB 2) 
was very poweful... powerful in the meaning of having many options to 
diagnose and providing a kind of shell at booting that allowed you to 
edit in-place the menu configuration files or find where the vmlinuz 
image is to adjust it on the fly if necessary.
