There's also your ~/.Xresources where you can set locale information:

,---- [ ~/.Xresources ]
| *basicLocale: da_DK
| *timeFormat:  da_DK
| *numeric:     da_DK
| *displayLang: da_DK
| *inputLang:   da_DK
`----

When starting gnome, ~/.Xresources might be loaded or not.  See also: man xrdb.
