I think I remember reading somewhere that the reason why everything was muted was so that there were no unpleasant surprises, i.e. you had to actually explicitly unmute it and therefore set the volume control to your own choosing. Consider the situation where everything was not muted, then what volume setting would be appropriate? Too high -- ears blasted, bugreports! Too low -- hard to hear, bugreports!
