I have a HD7700 (cape verde XT) running jessie with xserver-xorg version: 1:7.7+3 and xserver-xorg-core: 2:1.12.4-6 and fglrx-driver 1:13.4-2. I can't say for 3D, because i don't use but no problems with the drivers. Perhaps with the update to the kernel the modules doesn't built right... Perhaps "purge" the fglrx-* and reinstall, and look for the kernel module built.

Current "Catalyst doesn't support xorg-server 1.14.

This should be equal for Debian.
