Judging from the packages' names, libmpeg2encpp-2.1-0 and libmpeg2encpp-2.0-0 - those are different packages to apt. And apparently person who built them didn't include 'Replaces' and 'Conflicts' stanzas to the packages' metadata. So, apt tried to do what it's told to do - i.e. install second package, keep first.
