Because sometimes if you don't, things break badly.

Upgrading to a new release, I kept my exim4 configuration file. The new
exim4 choked so badly on it that it wouldn't fully install, and neither
the apt tools nor even dpkg could fully remove it to try again. It's the
only time I've ever had to manually delete files to get things working
again.

Recently, a new sudo would not operate with the old configuration file,
though that was a lot less traumatic to fix.
