If I am not permitted to read the floppy, the drive motor shouldn't twitch immediately after the qemu command. Therefore I conclude that permissions aren't blocking access. As mentioned originally, the machine will cold boot from the diskette. More detail from qemu would help but there is no -v option to increase verbosity. The man page has no mention of a log file.
