In the USA as well. The normal wall outlets are 110 but 220 is brought into the house and used for things like stoves. The power utility's transformer has a 220V secondary with a grounded center tap so that you get 220V line to line or 110 from either line to neutral. 110V outlets are distributed equally between the two sides so as to balance the load.
