ld.so.nohwcap and ld.so.preload in /etc?

According to https://www.debian.org/doc/packaging-manuals/fhs/fhs-2.3.html
libraries belong in /lib or in /usr/lib.

Does anyone recognize this problem?

Thanks, ... Peter E.
