The way I read it, it is an environment variable to help differentiate several Redmine installations on the same host. I'm sitting here at Debconf [3], among literally hundreds of Debian developers, all of them working hard (many of them in their free time) to give to us this fantastic distribution. What I wanted to get at: occassional frustration is understandable. But never forget that Debian is a mainly volunteer project (and this is exactly what makes it so awesome).
