Update: Forgot that Chromium was running full screen. Doh! Changing Cinnamon > System Settings > Themes from Bluebird Window borders theme to "Default" Window borders theme works with Nemo, etc. And then changing Controls theme from Green Laguna to Adwaita makes Gnome program windows "behave".
