I'd try to use "apcsmart" driver in nut config. [1] For other things to try I'd check recent apt installation logs for installed packages relevant to this case. Also checking syslog for any clues would be a good place to start and see how UPS is recognized by the system when connected and what permissions assigned to it by udev.
