Ah, that makes sense.  A quick read of /etc/init.d/udev and the udev
package changelog says it's probably that --notify-await option at the
end of the first call.

I can't believe people are still adding cruft to sysv-rc helpers in 2019.
Or that people still think using sysvinit/sysv-rc is a *good idea*.
(Or that start-stop-daemon is part of *dpkg* of all things!)
