My last PC/workstation was a good bit less money than that and *actually* (rather than "extra") silent (Thin-ITX with a fanless case). Admittedly, it was only dual-core, but looking at recent processors, quad-cores (e.g. Ryzen 5 Pro 3400G, tho the Ryzen 5 Pro 3400GE's 35W TDP would be even better) should fit within the power-constraints of such a fanless case.
