Your ISP might provide with free web hosting on a machine with a LAMP
stack. I pay for domain hosting at he.net and it includes a shell
account and LAMP. But the Apache for both is likely limited to CGI
scripts (e.g. you cannot load custom modules).
A free or paid VPS gives you root access, and you can install/ configure
whatever you want. But a VPS implies a host name and a DNS record,
which implies a domain name and DNS hosting.
