Well, this link provides this: "AMD ROCm 4.5 can be downloaded from GitHub." And that link goes to github https://github.com/RadeonOpenCompute/ROCm/releases/tag/rocm-4.5.0 it contains only PDF with manuals and user guides. Where are actual install files? Anyway, readme (https://github.com/RadeonOpenCompute/ROCm) says newest supported kernel is 5.8 on Ubuntu 20.04. No 5.10 in Debian.
