Depends on the system. If you've got user crontabs that run @reboot (or their systemd equivalents, if such a thing exists), those might try to use files in $HOME. If you're running a mail transfer agent that receives email, it might attempt deliveries, which would involve looking for ~/.forward or similar files, and deliveries could be done to the home directory (but not by default on Debian). But yeah, for *most* users, what you said is probably accurate.
