The first issue is that you are looking at old documentation. Jessie was stable version 8, from 10 years ago. https://www.debian.org/releases/ We are now in Trixie, stable version 13. Second issue: you can find the maintainers of a package by looking at it here: https://packages.debian.org/trixie/google-android-platform-tools-installer on the side you will see the maintainers.
