Have Systemd a surrogate of the old "rc.local" file?
Yes. You can create an /etc/rc.local file and it'll work.

Thanks Greg it worked, now I need to investigate why "mdadm" fails to
set "group_thread_cnt" although in the man-page (mdadm.conf(5)) it is
used just this item as example…
I have not tried it in action, so I may miss something. I expect that a
udev rule running a script may be more appropriate in general. In some
cases an array may be assembled after execution of rc.local.
Do you have anything related to group_thread_cnt issue in "sudo
journalctl -b" output?
Well, this issue is solved by a bug report submission made from an
active linux-raid developer:
https://lore.kernel.org/linux-raid/caltww29cn3nz_+xdqkzpikdkw9w5xmywjqpwmtfzw9a0fw_...@mail.gmail.com/T/#e21cdb14f6a808b716a82b1ab4778a195158e8007
At least the discussion is started on Github now, I don't know whether
"mdadm" will be patched soon.
Kind regards.
