Well, it's not exactly untested. I use apt upgrade --without-new-pkgs quite frequently, because in the Debian release notes (at least since Bullseye) in the "Upgrades from ..." section, one ist told to use this command to make a "Minimal system upgrade": > To do this, first run: > > # apt upgrade --without-new-pkgs > > > This has the effect of upgrading those packages which can be > upgraded without requiring any other packages to be removed or > installed.
