It's probably suffered some bitrot, but I have a debian installer that could build arm64 and armel images on amd64 using qemu that could boot pis if you are interested?

These scripts, around 1000 lines of bash in total, are highly integrated with my setup, so they're more "here's how I did it" rather than "here's how to do it"

I don't know if it's of any use, nor do I know whether it will move you forwards from where you are but I can share it if you're interested.

Never tried to boot them other than on a pi.
