You should realy file a bug report..

From my point of view it looks more like user's confusion rather than a bug. First of all, keyboard-configuration is orthogonal to locales. Next, lightdm-gtk-greeter allows to select keyboard layout and locale. It even remembers per user settings when login name is select from drop-down menu, not typed directly.
