In Mate, I have a Network Manager applet;

In that, in right clicking on the icon, is an option
"Enable WiFi".
If you can see that, uncheck the check box
2. I also had, in that area, an icon for bluetooth, which I selected and
chose the Disable Bluetooth option.
3. In the Control Center, is
Hardware -> Bluetooth Manager
which has the icon that is the same as what had appeared on the panel,
and that has
"Bluetooth turned off -> Enable Bluetooth"
so, if you access that through the Control Center, you should al;so be
able to disable bluetooth from there.
Synaptic shows the version of Mate that I am running, as 1.26.0 , but I
have had the above functionalities, for several years.
