It is a matter of usability, not correctness: there is no need for a
mathematical definition, common sense is enough.

Id does not matter whose job it is, as long as it is done.

Honestly, it has been a long time since I looked into it, I do not
remember exactly how it works, and even less how I think it should work
exactly. I remember that the initialization and database creation of
PostgreSQL likes to kick the principle of least astonishment in the
teeth.
