forums.debian.net is administratively controlled by the Debian project; see <https://wiki.debian.org/DebianNetDomains>. I'm guessing Debian is also the technical contact for the domain and site. I can only say "guess" because the registrar redacted both administrative and technical contacts for the domain. Jeff
