I seem to recall that every time a release foo has been archived there
has been some confusion about how to handle foo-security.

It seems known that "things have broken".
I've switched to snapshot.debian.org for now for bullseye
debian-security which seems to be working ok. At least I know that
updates stopped on 31st August so any date in September should be OK.
