hobbit:~$ lsinitramfs /boot/initrd.img-6.12.111+deb13-amd64 | grep busy usr/bin/busybox It's part of the initramfs that's created by the kernel infrastructure. Removing it would probably leave your future initrd.img* files without a functioning shell. Feel free to test this and report the results, but be aware of the possibility of not being able to boot (keep an old kernel+initrd on hand to revert to if needed).
