I agree, especially in regard to the destination. It was not a big risk
with optical media, because the device addresses are less near to the
addresses of system disks and the burn programs are incapable or
cautious enough.

With the source i see mainly the risk of wasting time by copying the
wrong image to USB stick.
In rather unlikely circumstances one could publish confidential
information.

And, to be fully back on topic, the solution posted by hlyg:

will work of course only if the if= file is indeed in its first MB an
identical copy of the first MB of the ISO which was once put on the
USB stick and was later altered by a partition editor.

As late further diagnosis of the checksum spoiler i can tell that this
time it was not a firmware or operating system writing to the EFI
system partition.
The EFI image of 13.7.0-amd64-lxqt.iso sits at 2048-byte-block 2013
which is nearly 3 MB after the end of the repairing dd write run.
So the spoiler was most probably the partition editor which left traces
of its work after creating and removing the extra partition.

Is there really an opportunity to let wget only download 1 MiB ?

I did not find such an option in the man page.
So i had to stop wget after a few MB with Ctrl+C. That gave enough of
an ISO filesystem to run
  xorriso -indev debian-live-13.7.0-amd64-lxqt.iso -report_el_torito plain

Have a nice day :)
