I have read deeply into this thread, but am replying to the top.

First: there are console and command-line programs which can
play music from both local sources and network streams.

VLC has the cvlc command line mode.

mocp (music on console) is always a text interface.

Second: the output of a music program typically goes through a
local sound card, then to headphones or speakers or such. If the
Linux machine in question does not have a sound card, that
doesn't work. If there is a sound card but it is a hundred miles
away, that probably won't work for you.

However, the decoded sound is just a stream of bits, so it can
be pulled across the network and played on your local computer.
Doing so is fairly complicated and depends very much on what
your local computer is running.

It may be easier to persuade your local computer to play a music
stream from TuneIn or from a radio station's website directly.
Most radio stations now have streaming capability, and buried in
the HTML of their webpage is an m3u or mp3 URL, which can be
pulled out and fed directly to a player such as VLC or mocp.

I hope that is useful information.
