Post the results of running these commands:
grep default /etc/inittab
ls -ldL /etc/*.d/*ppp* /usr/sbin/pppd /etc/ppp/ppp_on_boot /etc/ppp/peers/*
And post the contents of the following files:
/etc/ppp/ppp_on_boot
That will help determine what's wrong.
