Perhaps because they were unaware that gnupg now includes RSA, as there
is no real indication on the 1.0.3 package that it does.
I had expected that gpg-rsa would no longer be non-free myself. Perhaps
gnupg should provide and replace gpg-{rsa,rsaref}?
IDEA is still non-free though.
