(Proposal is about a screenful down; sorry, I do this stream-of-consciousness thing a lot...)

After all, irritating your user base is nothing except good customer
service. :p
I could support such a thing if it were done *once*. Any more and
you're getting to the area of nagware.
Oh, and drop the caps. (a) I intensely dislike being shouted at and
(b) I make a concerted effort not to read things that are shouted at
me that are of length >= 100 characters.

Back on the vote topic: The separation doesn't help Richard's goal of
establishing a site he can feel comfortable pointing people at
(whatever we decide to call it). At best (the "official.debian.org"
proposal), it creates extra work for FTP maintainers; at worst
("nonfree.debian.org" with no mirrors), it could become a PITA for
everyone in the project.
Therefore, here's an alternate proposal; I dunno if it is technically
an "amendment" or not. I suppose section 1 is on the same topic as
this vote, but 2-4 aren't. If it's not an amendment, then I propose
it as a separate proposal to be voted on by the General Resolution
procedure, assuming it receives the needed seconds.
1. We establish an ftp site named "ftp.free.debian.org" containing
only the main section, mirroring from the master FTP archive. If
established in the free world, non-US/main may also reside on this
server. Packages in contrib that only depend on/recommend
non-US/main packages may optionally be mirrored on this server, at
the ftp.free.debian.org administrator(s)'s discretion.
2. We modify the static content of www.debian.org to segregate
references to non-free and contrib into specially marked sections,
delimited by special HTML comments. Forms that allow the selection
of "non-free" will have those options similarly delimited. The
comments should be placed so as to not remove the delimited content
from view by WWW browsers.
However, we do not modify the mailing list archives or other
dynamic content (like the BTS and lintian pages). [Rationale:
nobody has that sort of time.]
3. We establish a virtual web site named "free.debian.org" that offers
web pages from www.debian.org sanitized by a process to remove
sections delimited as outlined in section 2. The string
"ftp.debian.org" can optionally be replaced with
"ftp.free.debian.org" on pages hosted on this server. The
administrator(s) may add additional pages that they may deem
necessary or useful to this server, and may modify existing pages
to indicate they are part of "free.debian.org" instead of
"www.debian.org". "www.free.debian.org" should be an alias for
this server.
4. The FTP and WWW sites created by this proposal may be mirrored by
anyone, whether or not under the auspices of the Debian project,
under the applicable licenses of the files on these sites. If
non-US/main is included on the FTP server, mirrors are not
obligated to carry that directory.
However, the names "ftp.XX.debian.org" and "www.XX.debian.org"
(where XX is a two-letter ISO country ID) should continue to be
associated with mirrors of the ftp.debian.org and www.debian.org
sites, respectively. Following the convention of using
"ftp.XX.free.debian.org" and "(www.?)XX.free.debian.org" for the
DNS names of sites mirroring the free.debian.org servers should be
encouraged to minimize user confusion.
