I have no idea what you're trying to say or do with this.  I've already
seen various interpretations, and I'm still not sure what you want to
do.

The way I read this is, if I'm allowed to do src+i386 and src+amd64,
(and src+all) upload, I can do a binary-only upload of both i386
and amd64.

But afaik, there currently isn't any restriction at all that I for
instance do an src+arm upload.  Which would mean that with your GR
I could do a binary-only upload for any arch.

Anyway, I suggest you start with what you want to change.
