I think many people want to be able to inform themselves of the issues briefly without having to read a potentially vast debian-vote archive. Short position statements from the proposer of the resolution, and amendments (and, ideally, from the "further discussion" camp) would seem ideal, and people can consult the -vote archives too if they wish.
