I believe there's a continuum between on the one hand giving maintainers absolute freedom to do things the way they want, and on the other hand enforcing more policies to do things a certain way, creating more uniformity. While I'm not sure where the right balance is in this particular case, I think that Debian would benefit from moving away from its traditional "anyway goes" / Wild West roots and moving more towards agreed upon standards. At the very least, we should find out why people don't use standard tooling like debhelper, improve these tools and nudge people towards them. > 2.
