For Debian, the other files in the doc/zip directory have to be excluded as well because they are non-free. That is not a problem for upstream, but the non-redistributable files were. You should not replicate them in any repository's history.

I have done those changes for the newer watch file version in https://salsa.debian.org/debian/minizip-ng Please add your changes (compared to Mitchell's version) to that repository. Please make one of you the Maintainer and add the other to Uploaders if you do not find a team to maintain this.
Assuming 4.0.11 gets released with the minizip-ng/pull/909 changes, we should be able to undo these changes.
