There is a persian coordinator listed at http://www.debian.org/devel/website/translation_coordinators who should be able to commit your files. If this coordinator is no longer active, you may : - update this webpage (with a name of the website persian coordinator and the mailing list address) - and request a write access, see http://www.debian.org/devel/website/using_cvs#write-access At last, you can temporarily sent diff/files to this list, someone will commit them. Before commiting any new version, please always check that the build is successful.
