I have a concern with messages to multiple recipients where the action
chosen by a single recipient is used on others.

Unfortunately, that's a problem inherent in SMTP, where a single E-mail can be sent to multiple recipients -- and it's expected that the E-mail be identical for all recipients.

Is this normal behaviour for DJM? If so, that would be a concern because
obviously some mail which one person would delete would not get to another.

That is correct. However, this is more a social issue -- if someone sends a legitimate E-mail to multiple recipients, they need to realize that by sending it as a single E-mail, the E-mail needs to be treated the same way for all the recipients.

We are, however, looking into ways around this. If we do, though, it would require significant extra resources.
