I had some confusion on this also so I called and spoke with Barry. There is no need to go to 4.x if you do not want to upgrade to the full version. The 3.x version will be kept up to date with patches and updates in parity with the 4.x product.
But to answer your question yes to go to 4.x you must currently own the full product line. If you do not then you will need to update. If you log on to your account it will tell you the special pricing to upgrade to the full product. The 3.x version will no longer be availble to new customers. And I was assured the the maintenance modle would stay the same for existing customers.
