Well,  with your current setup SPAMD is probably forking 4 SA procs at
any  one  time. That can readily become insufficient under volume. The
--min-children  and  --min-spare  switches can help make sure that you
have more processing children available. Take a look in:

Other  things  to  tweak  are  the SPAMC32 skip-if-weight and max-size
arguments.
