Hi Scott:

I installed 1.21b (which reports itself as 1.21a!).

Notice the very FIRST warning - the URL to mail-abuse.org that I added in my
custom message is TRUNCATED - so that is clearly a LENGTH problem.  Then the
NEXT X-RBL-WARNING string overlays the end of the first message.  I marked
it below with  >> << to draw your attention to it this time.

I've just done some checking, and haven't been able to get that to happen
on 1.21b.  Please let me know if it continues with 1.21b.
