They can go anywhere in the global.cfg file.  One thing to look out for is 
to make sure that there are no spaces at the end of the line (IE "WHITELIST 
FROM @domain.com  " might not work).

If that doesn't take care of it, you can use the debug mode,  by changing 
the "LOGLEVEL LOW" line in \IMail\Declude\global.cfg to "LOGLEVEL 
DEBUG".  Then, send an E-mail through to one of the accounts you want 
whitelisted, and then switch back to "LOGLEVEL LOW" (the debug mode adds 
huge amounts of information to the log file).  You can then send me the 
\IMail\Declude\dec####.log file (as an attachment), and I can take a look 
at it to see what the problem is.
