Yes.  The XINHEADER and XOUTHEADER config options are designed to be
placed
on every E-mail (for example, the "Organization:" header is nice to add
to
all mail).

That's the wrong question.  The question is "Do you want that message to
show up if a message passes all tests?"  If yes, you can use the
XINHEADER
option.  If no, you don't have to use it.  <G>

The original question was if you could have a header with a list of all
the
tests failed.  You can use the weighting system to have it only show up
if
at least one test failed (as someone else suggested), but it may be a
bit
easier to do it this way (with the drawback being exactly what you
said).
