The explanation is in these lines in the global.cfg file:

# The actions listed below only apply to outgoing E-mail, and only if you
# have the "Pro" version.  Note that the DUL and OSDUL tests should NOT
# be used to block outgoing mail!

The global.cfg file defines the tests, and determines the action to take on 
them for outgoing mail (which is rarely used).

The $default$.JunkMail file determines the actions to take on them for 
incoming mail.

There also may be per-user or per-domain files set up which will also have 
the tests listed; these will take priority.
