Well - i would use the CONFIRM action instead of BOUNCE.  In other words - I
currently have ALREADY the issue that many of my BOUNCE notices fail (until
you allow us to use an external mailer).  So the CONFIRM action wouldn't
make things any WORSE than they are now.  But, it would at least allow me to
"BOUNCE" more aggressively (where I currently may only use "ALERT") because
I would feel comfortable that the "bounced" email could still be delivered
after confirmation.
