Although, it would not work if you have malicious (or clueless) users. For example, someone signs up for eBay, and starts getting marketing messages from them. "Spam!" they say, and bam! Nobody who uses eBay can use it anymore. Of course, that assumes an ISP-type environment; a business would likely have fewer issues.
